NOTES FROM THE SENATE, JANUARY 6, 2017
RURAL HOSPITAL CREDIT PORTAL NOW OPEN
On January 3, the Georgia Department of Revenue officially opened the portal for taxpayers to apply for a confirmation number for their proposed tax deductible contribution to Rural Hospitals in Georgia. The link is through the Georgia Tax Center. Electronic application is the only method available to apply to DOR. That link ishttps://gtc.dor.ga.gov/_/.
Note: If you would like to view a detailed training video on the Rural Hospital Tax Credit process, use this link: http:dor.georgia.gov/videos/rural-hospital-organization-tax-credit.
HOW TO NAVIGATE THE SITE
When you view the Georgia Tax Center link, after you have set yourself up as a user in Revenue's GTC system which will help you track your tax refund and other tax information, there are numbered steps where you fill out the information and select "Next" and go to the next step. This process enters your taxpayer information. At step 5, you begin by selecting Item 136 on the list of options: "Qualified Rural Hospital Organization Credit." Then select "Next" and enter the information through Steps 2-6. Starting with Step 7, the next set of steps involves corporate donors. Step 7 is "Supporting Documents" and is optional.
Step 8 is a review, enter the name of the individual contributor and then select the "Submit" tab. After selecting "Yes" for confirmation, your confirmation number will be displayed on the "Confirmation Page."
Instructional PDF documents with step by step screenshots of this process are also available at http://dor.georgia.gov/instructional-documentsunder the Tax Credit section, Qualified Rural Hospital Organization Credit - Donor Submission link.
Upon receipt of your approval letter, you can actually make the contribution to the Rural Hospital. Within 30 days after making the donation, the taxpayer must submit an electronic report detailing the amount of the contribution and provide a copy of their letter of confirmation received from the hospital.
The hospital must submit an electronic report monthly to DOR outlining the contribution amounts received from each donor. Failure by either the taxpayer or the hospital to submit any of the reports or documents will result in the donor not receiving the tax credit.
Note: Failure by either the taxpayer or the hospital to submit any of the reports or documents or to follow these instructions will result in the donor not receiving the tax credit.
