NOTES FROM THE SENATE, MAY 16, 2016

PUBLIC SAFETY & SECURITY A HIGH PRIORITY IN 2016

Both in legislation and in budgetary initiatives, public safety and security of Georgia's citizens occupied a central role in the legislative and budgetary action of the 2016 General Assembly.

LEGISLATION PROTECTING THE PUBLIC
SB 416-Codifies executive orders setting up the Georgia Information Sharing and Analysis Center which will coordinate efforts by the GBI, Homeland Security, FBI, Joint Terrorism Task Force and local law enforcement to insure all agencies know the same information and preparations can be made for any contingency.

HB 941-Changes actions of grand juries when considering charges against law enforcement officers involving deadly force. Court recorders will now be used. Provides for grand jury review of charges against law enforcement officers where bodily harm occurred.

SB 304-Establishes timelines for law enforcement to take possession of medical examination kits used on victims of rape and aggravated sodomy and for forwarding to GBI for analysis.

HB 54-Allows taxpayers getting a refund to allocate part of that refund for children of law enforcement officers killed in the line of duty, to be used for their postsecondary education. Also allows a driver receiving or renewing a driver's license to make a charitable contribution of up to $10 for the same cause.

HB 205-Allows ignition interlock device for certain DUI related driving permits.

HB792-Allows "taser" devices to be carried on post-secondary campuses by enrolled students 18 or older.

HB 874-Increases penalties for "terroristic acts" and applies the Act to inmates as well.

GBI Forensic Scientific Services-5 Additional Scientist positions - $467,591

GBI Investigation-Two new Analyst positions to work with the GA Information Sharing and Analysis Center - $209,122

GBI Investigation-22 new Investigator positions - $3,053,204

GEMA-Two new Analyst positions to work in the GA Information Sharing and Analysis Center for Homeland Security - $209,122

GBI Bond #91-$1.86 million for design of new investigative building to house GA Information Sharing & Analysis Center to support anti-terrorism efforts
